Monopoly Water Utilities; provides legislative findings re monopoly water utilities; provides for pilot project for Pasco Co. to facilitate county response to certain consumer complaints; allows county commission to adopt additional technological standards to address issues re black water; provides for monopoly water utility to recover certain costs of compliance with county requirements; provides for future repeal, etc. Creates 367.172.
