Inst. of Human & Machine Cognition; establishes Florida Institute of Human & Machine Cognition, Inc. at University of West Florida as not-for-profit corporation; provides that corporation shall act as an instrumentality of state; authorizes creation of subsidiaries by corporation; provides for assumption of responsibilities of corporation by said university under certain circumstances; requires appointment of council of scientific advisers, etc. Creates 1004.447.
