Utilities/Counties & Municipalities; (THIS BILL COMBINED IN CS/S140,998,1060) provides applicability of provisions re ownership & operation of utilities by entities composed of municipalities & counties; prescribes powers of counties & specified municipalities re acquisition of water & wastewater utilities by separate legal entities composed of municipalities & counties; provides for binding arbitration process under PSC to resolve certain disputes, etc. Amends 163.01.
