Board of Governors/State University; establishes Board of Governors; provides membership & terms of office; revises membership of university boards of trustees & terms of office; authorizes nonrefundable admissions deposit; limits annual remuneration of state university president to $225,000 from public funds; provides certain limitations on benefits for state university presidents under FRS, etc. Creates 1001.70, 1012.975; amends 1001.71, 1009.24.
