Health Care Facilities; allows nursing homes to convert beds to alternative uses as specified; revises definition of "tertiary health service" under Health Facility & Services Development Act; requires nursing-home-bed-need methodology established by AHCA by rule to include goal of maintaining specified district average occupancy rate; creates Hospital Statutory & Regulatory Reform Council, etc. Amends Ch. 408, 400.021,.211,.23; creates 400.244.
Effective Date: 07/01/2003 or upon becoming law, whichever occurs later
