Elections; revises & provides duties of Secretary of State as chief election officer; authorizes use of driver's license or state-issued identification card number in lieu of portion of social security number on voter registration application; provides procedures on complaints of violations of Title III of Help America Vote Act of 2002; revises primary date in 2004; suspends operation of second primary election until January 1, 2006, etc. Amends FS.
