Patient Records/Pub. Rec.; provides that patient records obtained by, & other documents identifying patient by name & contained in patient safety data held by, Fla. Center for Excellence in Health Care are exempt from public-record requirements; authorizes release of information under specified circumstances, including release to health care research entity or licensed health insurer; provides statement of public necessity, etc. Creates 381.04091.
