Volunteers/Free Clinics/Health Care; provides qualifications for volunteer, uncompensated services; extends protection of sovereign immunity to free clinics as health care providers; provides for waiver of biennial license renewal fees & fulfillment of portion of continuing education hours for specified health care practitioners who provide services, without compensation, to low-income recipients as agents of governmental contractors, etc. Amends 766.1115, 381.00593.
