Developments of Regional Impact; provides that applications for development approval filed after certain date need only provide information & analysis for certain specified issues; requires certain required contributions to proposed development to provide proportional benefit to development; deletes prohibition against local governments issuing development permits after certain threshold dates in development order, etc. Amends 380.06,.0651.
