Blind Services; requires Blind Services Div. to develop & implement state plan for vocational rehabilitation services & independent living services; provides for division to purchase & distribute specialized equipment without using state centralized purchasing procedures; creates children's program; authorizes division to create blind services direct-support organization; provides purposes & objectives, etc. Amends Ch. 413.
