Communications Services Taxes; provides requirements for dealers making certain sales for resale; provides procedures & limitations; provides responsibilities of DOR; specifies certain conditions for governing authority authorization to make certain adjustments; amends provision re authorizing governing authorities to adjust rate of local communications services taxes; specifies certain revisions to law as remedial & clarifying, etc. Amends Ch. 202.
