Collection Practices; requires applicant to apply to Financial Regulation Office to register as commercial collection agency; authorizes Financial Services Comm. or office to require applicant to provide certain info.; provides that out-of-state consumer collection agency otherwise subject to this state's jurisdiction is subject to sanctions for committing prohibited practices; authorizes office to conduct investigations of consumer complaints, etc. Amends Ch. 559. APPROPRIATION: $450,575.
