Renewable Energy; requires public utilities & certain municipal electric utilities & rural electric cooperatives to offer purchase contract to producers of renewable energy; provides requirements for such contracts & for cost recovery; revises permit requirement for waste-to-energy facility; encourages specified applicants for landfill permit to consider construction of waste-to-energy facility, etc. Creates 366.91; amends 403.7061.
