Air Quality; redefines term "environmental laws or regulations" to include certain agreements entered into by electric utilities with DEP; redefines term "environmental compliance costs" to include costs re certain air pollution control equipment; creates Air Quality Improvement Act; provides limits on emissions of nitrogen oxide & sulfur dioxide from certain electric generating units, etc. Amends 366.8255; creates 366.8252, 403.0874.
