Health; exempts Health Dept. positions funded by certain trust funds from certain authorization provisions; extends period for certain additional fee for purposes of research on onsite sewage treatment & disposal systems; authorizes adoption of rules re newborn screening program; continues use of Epilepsy Services Trust Fund for epilepsy case management services; creates Fla. Infants & Toddlers Early Intervention Program, etc. Amends FS.
