Juvenile Justice; revises definition of term "eligible user"; allows contract providers of juvenile justice services to purchase off of state contracts; revises provisions limiting public inspection of court records pertaining to children & families in need of services; clarifies circumstances in which court may retain jurisdiction beyond 19th birthday of certain juvenile offenders, etc. Amends Ch. 985, 287.012, 790.22, 984.06.
