Lakeland Downtown Development Auth.; (Polk Co.) codifies, amends, repeals, & reenacts special acts re said authority, an independent special district; provides statement of policy; creates board to be known as Lakeland Downtown Development Authority; provides for Polk Co. to levy ad valorem tax of not more than 2 mills; provides for succession by city if board ceases to exist or operate; provides for referenda; repeals certain special acts, etc.
