Seaport Transportation & Economic Development Council to establish matching funds program for certain dredging projects; requires adoption of rules & criteria for project evaluation; requires approved projects to be reviewed by DCA, DOT, & Tourism, Trade, & Economic Development Office. Creates 311.115.
