Driver Licenses/Foreign Nationals; provides for HSMV to issue driver licenses to certain foreign nationals who frequently visit state; provides for expiration & renewal of license; provides for dept. to issue driving permits to certain foreign nationals who entered country under specified circumstances; requires dept. to conduct criminal background checks; provides for seizure & cancellation of permit under certain circumstances, etc. Creates 322.073,.075.
