Behavioral Health Service Delivery; requires DCFS to enter into noncompetitive contract with North East Florida Addictions Network to establish single managing entity for districts 2, 3, 4, 12, & 13 to deliver substance abuse services to recipients of child protective services in five districts; provides for said network to agree to plan that allows phase-in of substance abuse services; requires department to monitor & evaluate expansion project, etc. Amends 394.9082.
