Tax Refund/Defense Contractors; specifies order of payment of claims for certain tax refunds for qualified defense contractors & target industry businesses; revises certain reporting requirements of Enterprise Florida, Inc.; includes state communications services taxes under qualified defense contractor tax refund program provisions; permits business to seek economic-stimulus exemption due to effects of impact of named hurricane or tropical storm, etc. Amends Ch. 288.
