Procurement; provides for outsourcing or privatization of functions; provides procedural, contractual, & negotiation requirements; provides contract amendment requirements & limitations; provides requirements for share-in-savings contracts; requires contracting agencies to annually report to Governor, Legislature, & certain entities; requires DMS to establish personnel training program for certain purposes, etc. Amends 287.012, 283.33; creates 287.046.
