Transportation Disadvantaged Comm.; revises membership of commission within DOT; revises number of members of commission needed to constitute quorum; requires that candidates for appointment to commission meet certain requirements for background screening; requires that DOT report to commission any candidate who fails to meet screening standards; requires that costs of screening be borne by department or candidate for appointment, etc. Amends 427.012.
