Joint Underwriters & Reinsurers; provides requirements for joint underwriting plan of insurers that operates as nonprofit entity; requires that plan maintain its headquarters in Tallahassee; increases membership of board of governors that oversees operation of joint underwriting plan; requires that board provide for annual review of administrative costs of plan & determine alternatives for procuring goods & services efficiently, etc. Amends 627.311.
