GENERAL BILL by Littlefield ; (CO-INTRODUCERS) Culp ; Murzin

Telecommunications; provides that state laws governing business & consumer protection be applied to communications activities that are not regulated by commission; requires that broadband service & voice-over-Internet protocol be free of state regulation, except as specifically provided; provides that evidence of damage caused by tropical storm system constitutes compelling showing of changed circumstances to justify change in rates, etc. Amends FS.

Effective Date: 07/01/2005 except as otherwise provided
