Substance Abuse Services; provides for certification of certain substance abuse services employees who provide certain client services; directs DOC to create substance abuse diversion program; requires judicial approval for entry to program; requires dept. to notify judge before releasing inmate into community; directs dept. to provide special training to employees working in program, etc. Creates 397.4161,.755.
