Environmental Permitting Programs; provides legislative intent; provides for consolidation of federal & state wetland permitting programs; provides duties of DEP; requires report to Legislature & coordination with Fla. Congressional Delegation; amends & reenacts provisions to continue interim part IV permitting program for Northwest Fla. Water Management District; provides for future repeal of interim program. Creates 373.4143,.4144; amends 373.4145.
