Natural Resources; creates "Oceans & Coastal Resources Act"; requires that DEP, F&WCC, & DOACS establish Florida Oceans & Coastal Council; requires that council undertake research review; provides alternative to compensation schedule for calculating natural resources damages; provides that initial allocation of allowable pollutant loads between point & nonpoint sources may be developed as part of total maximum daily load, etc. Amends FS.
