GENERAL BILL by Fiscal Council ; Negron
Appropriations Implementing Bill; provides legislative intent; deletes provision providing for allocation of charter school capital outlay funds if appropriation for such funds is greater than 2002-2003 appropriation; allows municipalities to reimburse general funds from monies they advanced to their own special law enforcement trust funds; provides for WMD to use specified funds in certain surface water improvement & management or invasive plant control projects, etc. Amends FS.
