Employee Benefits; provides for resolution of certain collective bargaining issues at impasse between State of Florida & respective employee unit; requires DMS to establish certain insurance plans within state group insurance program; requires that certain high deductible plans include health savings account; authorizes department to establish health savings accounts for full-time & part-time state employees, etc. Amends 110.123,.12315.
