Critical Access Hospitals; revises definition of "hospital" to provide exception with regard to facilities offered by said hospital; revises definition of "intensive residential treatment programs for children & adolescents"; extends moratorium on approving additional emergency depts. located off premises of licensed hospital; defines term "critical access hospital"; revises definition of "rural hospital", etc. Amends FS.
