Restraint of Juveniles; provides for development & maintenance of protective action response policy by DJJ that consists of policies & procedures on use of physical force & restraining devices; provides for training in policy; provides legislative intent re mechanical restraint of juveniles; requires authorization for such restraint; prohibits specified forms of restraint; provides requirements during period of restraint, etc. Creates 985.2125,.2126.
