Procurement/Property/State Agencies; defines "privatization"; requires head of state agency, prior to purchase, lease, or acquisition of commodities or contractual services by privatization, to conduct business case evaluation of proposed privatization; provides elements & components of evaluation; creates Center for Efficient Government; requires executive agencies to address transition of employees affected by outsourcing initiatives, etc. Creates 287.019, 14.204, 110.1095.
