Petition Process; revises requirements for verification of signatures on petitions; revises procedures for placing initiative on ballot; provides regulation for initiative petition circulators & their activities; provides criminal penalties for specified offenses involving voter registration applications;; proscribes specified actions involving petitions & providing or increasing criminal penalties therefor, etc. Amends FS.
