Tax Collector/Duties/Property Taxes; requires that taxpayers be informed of potential additional costs of allowing personal property taxes to become delinquent; provides that taxpayer is personally liable for unpaid tangible personal property taxes; expands tax collectors' discretionary powers to collect delinquent personal property taxes; allows tax collector to employ private attorney to collect such delinquent taxes & penalty & interest thereon, etc. Amends 197.333,.413.
