Transportation; deletes obsolete provisions; revises maximum amount of bonds that are available for turnpike projects; provides for imposition by countywide referendum of additional surcharge on lease or rental of motor vehicle & for proceeds of surcharge to be transferred to Local Option Fuel Tax Trust Fund & used for construction & maintenance of state roads; deletes term "commuter rail", etc. Amends 338.2275, 212.0606, 343.54,.55,.58.
