Sales Tax Exemption; provides for noncollection of tax on portion of sales price of certain transactions during certain period of time; provides exceptions; requires retailers to obtain signed certificate of personal consumption from purchasers of certain items; provides penalties; authorizes DOR to adopt rules; provides criteria. APPROPRIATION: $400,000.
