Liens; extends effective date of financing statement filed under previous law; prohibits private providers performing inspection services from performing or approving certain inspections under certain circumstances; increases threshold amount for certain application requirement exemptions; authorizes authorities issuing building permits to accept permit applications electronically, etc. Amends 679.705, 713.135,.18,.35.
