Environmental Protection; clarifies who is liable for dumping under Florida Litter Law; deletes provisions re Keep Florida Beautiful, Inc.; places Adopt-a-Shore Program within DEP; authorizes DEP to initiate rulemaking re waste-to-energy facilities; provides for management & disposal of storm-generated debris; revises provisions re distribution of waste tire fees; authorizes DEP to issue order to abate certain hazards, etc. Amends Ch. 403, 320.08058.
