Environmental Protection; clarifies who is liable for dumping under Florida Litter Law; places Adopt-a-Shore Program within DEP; requires that proceeds of fees paid for Wildflower license plates be distributed to DOACS; exempts certain Class I landfills from certain permit & regulation requirements; requires DEP to conduct study of sources of nitrogen input into Wekiva River & associated springs, etc. Amends FS. APPROPRIATION: $500,000.
