Director/DCA; provides that Director of Emergency Management Division be designated as agency head of division; provides for director to be appointed by Governor; provides that division is separate budget entity, not subject to control by DCA; provides for agreement between division & DCA for certain services; prescribes duties of division. Amends 20.18.
