Department of State; clarifies terms of appointment to Fla. Arts Council; requires state's matching share of cultural endowment to be returned to state & deposited into Fla. Fine Arts Trust Fund rather than General Revenue Fund under certain circumstances; transfers responsibility for Fla. Historic Capitol from Dept. of State to Legislature; revises form used by each state agency for purposes of purging public mailing lists, etc. Amends FS.
