Mental/Physical Disabled/Restraints; defines terms "restraint" & "seclusion"; declares that policy of state is to achieve ongoing reduction of use of restraint & seclusion on persons with developmental disabilities or mental illness who are served by programs & facilities operated, licensed, or monitored by agency; requires DCFS to adopt rules for use of restraint & seclusion for cases handled under Baker Act, etc. Amends FS.
