Driver's License Service Outsourcing; directs DHSMV to study outsourcing of its driver's license services to provider, in whole or in part, while retaining responsibility & accountability for services; requires that dept. submit report to Governor & Legislature by specified date; provides requirements for dept. re issues to be included in study; requires cost-benefit analysis & transition & implementation plan.
