Commission on Capital Cases; authorizes said commission to sponsor continuing legal education programs devoted specifically to capital cases; specifies criteria that private attorney must satisfy in order to be eligible to be appointed as counsel in postconviction capital collateral proceeding; requires executive director to notify trial court & remove attorney from registry if attorney does not submit report within specified time, etc. Amends 27.7001,.709,.710,.711.
