Law Enforcement Department; requires dept. to review any records available in addition to criminal history records to evaluate potential buyer or transferee of firearm, including adjudication of mental defectiveness or commitment to mental institution as criteria that prohibit person from purchasing firearm; deletes requirement that every law enforcement agency submit semiannual reports to dept. re seized or forfeited property, etc. Amends FS.
