Growth Management; specifies limitations on challenges to certain changes in 5-year schedule of capital improvements; requires local govts. & DOT to establish plan for maintaining certain level-of-service standards; provides requirements for waiver for such built-out municipalities; provides requirement on makeup of Century Commission for Sustainable Fla.; requires DOT to conduct study of per-trip fees on certain transportation facilities, etc. Amends FS. APPROPRIATION: $25,000,000.
