Emergency Preparedness; provides legislative findings re need for improvements in state's infrastructure in response to hurricane seasons of 2004 & 2005; requires DCA to establish statewide grant application process; provides criteria for appropriation to fund construction or renovation of county emergency operations centers; provides criteria for appropriation for retrofitting public hurricane evacuation shelters, etc. APPROPRIATION: $151,700,000.
