Recovering/Towing/Vehicles & Vessels [EPCC]; prescribes rates for towing & storage in counties & municipalities that have not established rates; requires rates for wrecker operator system of FHP to be established & reviewed biennially to ensure that rates are equitable; revises provisions governing liens for recovering, towing, or storing vehicles & vessels; requires that proof of mailing be provided to certain persons; revises provisions for sale of vehicle or vessel, etc. Amends FS.
