Emergency Communications Systems [RPCC]; redesignates Fla. Emergency Telephone Act as "Fla. Emergency Communications Number E911 State Plan Act"; redefines term "office" to mean Technology Program designated by Secretary of Management Services; directs PSC to adopt rules re coin-free 911 calls to be followed by telecommunications industry; redesignates Wireless 911 Board as E911 Board; exempts certain prepaid phone cards from provisions limiting expiration dates, etc. Amends 365.171,.172. APPROPRIATION: $94,102,834.
